Mike is presently the Chief Executive Officer (CEO) for Startex-Jackson-Wellford-Duncan (SJWD) Water District. SJWD has approximately 23, 000 accounts serving approximately 65,000 people.
Mike began SJWD’s “Pursuit of Excellence” program in 1997 recognizing the organization needed to focus on its infrastructure and water resources as well as needing a culture that would focus on the right thing for the right reasons now and into the future. 20 years later the tangible outcomes have been dramatic.

Mike Caston graduated from Clemson University with a BS in Civil Engineering in May 1978 and Received a Master of Public Administration through the joint degree program of Clemson University and the University of South Carolina in May 2004.
Mike is a Past President Blue Ridge Foothills District of the Water Environment Association (WEA), a member of the Water Environment Federation (WEF) and the American Water Works Association (AWWA), a past board member of AWWA’s Board of Directors and Past Chair of the South Carolina Section of AWWA.
He serves as a Member of State of South Carolina Drought Response Committee (appointed by the Governor in 2008) and is former task force team leader for the organizational sub-committee of former Governor Mark Sanford’s Management, Accountability, and Performance (MAP) Commission
Mike is a Peer Reviewer for American Water Works Association’s (AWWA) and Team leader for pilot program for the AWWA Section Peer Review.
